I'm going to have to assume that this is my original Ocelot, and that whatever caused the original problem resulting in the locked up state was not repaired, and that merely the offending chip was replaced. (since it did go into it's "four flashes ACTIVE LED" state for a short while)

it's certainly beyond the capabilities of my failing eyes to troubleshoot this much deeper than what I've done so far.
I've asked Kevin to take a peak at this thread, and I'll await direction from ADI as to what we should do next.

FYI,
Kevin replied, he suggested my power supply output voltage sounded a little "hot".

I re-connected it to a car battery (not installed in a car, it's resting open circuit voltage is 12.6 Vdc) and it went into it's start-up sequence and switched to 4 flashes on the "active" LED.

I'm going to leave it like this for the night, but my problem may be as simple as a decaying wall-wart.

I dug up an old wall wart, nameplate says 9 Vdc at 1000 ma.

it's open cct voltage was 12.5 vdc, and when connected to the Ocelot it has 11.2 Vdc - the Ocelot likes it.

I think we are rolling now!
