Few days ago I had an electrical power failure in my house and since then my Ocelot is blinking red on COMMS led but I can't access it, not with provided software and not my homeseer software. Anything I can do to bring back to normal?

It's your call. You can replace the 29F040 chip which might bring it back to life, or you can sent it in. If the 29F040 chip does not fix it, it would have to come in anyway.

Yes it is. And you cannot just replace it with a generic one, it needs to have code from ADI in specific locations in order for the Ocelot to be able to boot up.
